1st Planning Forum (Conference) – Namsey Choling Resort, Paro from 29 November – 3 December 2025
The 1st Planning Forum, organized by OCASC, PMO brought together Planning Officers from all Ministries, Agencies, and Local Governments (LGs) for 5 days long conference held at Namsey Choling Resort, Paro. The forum served as an important platform to strengthen coordination among planning professionals across the country. The primary objectives of the forum were to:
🔹 Build connection and collaboration among Planning Officers
🔹 Orient participants on the roles and responsibilities of Planning Officers, PPDs, and PEDS
🔹 Provide updates and clarity on the 13th Five Year Plan (13FYP) and the 10X initiatives
During the Opening Remarks, Dasho Cabinet Secretary highlighted the importance of institutionalizing the forum as an annual event—not only to bring officers together but also to discuss emerging issues, share experiences, and collectively find practical solutions to achieve 10X objectives. The Director of OCASC delivered a briefing on the roles of PPD and PEDS, followed by insightful sessions on macro-economic outlook and an introduction to the Bhutan Innovation Lab (BIL). The five-day program covered a wide range of topics:
Day 1: Opening Session & Strategic Dialogue
Day 2: Strategic Dialogue (continued)
Day 3: Annual Deliverables Preparation, Monitoring & Evaluation
Day 4: Policy Coordination, and Sectoral & LG 10X Strategies
Day 5: Voice of Planning Officers – Plenary discussions, Digital Public Infrastructure, preparation of 10X initiatives, and more.

The forum successfully concluded on 3 December 2025.
