13th FYP (Dzongkha Version)
Period: 2024 – 2029
The Thirteenth Five Year Plan (13th FYP) of Bhutan charts a strategic path to transform the country into a High-Income Gross National Happiness (GNH) Economy by 2034. Rooted in the values of GNH, the plan focuses on economic transformation, social development, strengthened security, and trusted governance. It aims to boost Bhutan’s GDP to USD 5 billion by 2029 through innovation, sustainability, infrastructure, and skilling. Major goals include full employment, quality healthcare and education, a robust social protection system, and enhanced national security and resilience. With eight national programmes and a four-cluster implementation approach, the plan is designed to rebalance development, retain human capital, and ensure inclusive and sustainable prosperity.
